The UK still has a legal market for compliant reusable vaping products, but the rules changed significantly after the nationwide ban on single-use vapes. A mullein or nicotine-free vape does not avoid those device-format requirements.

Since 1 June 2025, businesses across the UK cannot sell or supply single-use vapes, whether or not they contain nicotine. Reusable products remain available when they meet the applicable device, product-safety and nicotine rules.

No. The UK ban applies to single-use vaping products regardless of whether they contain nicotine.
Online Sales
The single-use ban applies to products offered or supplied through online stores as well as physical shops.

A 0% nicotine or botanical formulation does not exempt a single-use vape from the UK ban.
Rechargeable Alone Is Not Enough
A device is not automatically reusable merely because its battery can be recharged.
Refilling Matters
A lawful reusable format must also meet the applicable refill and replaceability requirements.
Rechargeable 10,000-Puff Does Not Automatically Mean UK-Reusable
If the liquid system cannot be refilled or replaced by the user, a rechargeable battery alone does not satisfy the UK definition of a reusable vape.
What Counts as a Reusable Vape in the UK?
The UK definition looks at the full design of the device rather than only whether it has a charging port.
Rechargeable Battery
The device must have a battery that the user can recharge.
Refillable Liquid System
The user must be able to refill the tank or insert a new prefilled pod or cartridge.
Replacement Refills
Compatible refill liquid or replacement pods should be separately available to consumers.
Replaceable Coil
Where a device contains a coil, it must be removable and replaceable by the user, including through a replacement pod.
What Rules Apply to Nicotine-Containing Vapes?
Nicotine-containing consumer e-cigarettes and refill containers are regulated under the Tobacco and Related Products Regulations.
Current requirements include a maximum nicotine concentration of 20 mg/mL, a maximum 2 mL capacity for e-cigarettes and a maximum 10 mL size for refill containers.
Relevant nicotine-containing products also need to follow the MHRA notification process before lawful supply.
UK Nicotine Vape Limits
Nicotine: maximum 20 mg/mL
E-cigarette capacity: maximum 2 mL
Refill container: maximum 10 mL
What About Nicotine-Free Mullein Vapes?
A genuinely nicotine-free vape falls outside the nicotine-specific parts of the Tobacco and Related Products Regulations and is instead subject to general product-safety requirements.
However, that does not exempt it from other vape rules. Most importantly, the UK single-use vape ban applies whether or not the product contains nicotine.
From 29 October 2026, the UK-wide under-18 sales restriction will also explicitly cover all vaping products, including non-nicotine vapes.
0% Nicotine ≠ Exempt From Vape Regulation
Nicotine-free status changes which product regulations apply, but it does not turn a vape into an unrestricted consumer product.
Device format, product safety, age restrictions and new duty rules can still apply.

Vaping Products Duty
A new £2.20 duty per 10 mL of vaping liquid begins, including nicotine-free vaping liquid.
Duty Stamps Begin
The UK Vaping Duty Stamps Scheme begins for vaping products manufactured or imported for the UK market.
All Vapes Become 18+
The Tobacco and Vapes Act 2026 extends the under-18 sales restriction to all vaping products across the UK.
